The School Facilities Master Plan for Orleans Parish was a significant undertaking that involved the participation of many people, including parents, students, experts, educators and other residents. Approved in November 2008 by the Orleans Parish School Board and state Board of Elementary and Secondary Education, the plan will guide future school renovation and construction.

About the School Facilities Master Plan  

A joint effort of the Recovery School District and the Orleans Parish School Board, the Master Plan provides a blueprint for an unprecedented school construction program that began as a result of the devastating impact of Hurricane Katrina. 

  • Divided into six phases, based on enrollment projections, facilities conditions and funding.  The last major facilities plan for Orleans Parish schools, Vision 2000: Strategic Facilities Plan, was completed in 1994.
  • Total cost: approximately $1.8 billion through 2016
  • $700 million Phase I currently fully funded from FEMA and CDBG
  • Objective of Phase I: Remove approximately 7,000 students from temporary modular campuses, with bulk of new school construction projects in Phase I
  • Jointly adopted by the BESE and OPSB boards in November/December 2008
  • Right-sizes the public schools of New Orleans, reducing the number of permanent facilities from 128 poorly maintained pre-Katrina schools to approximately 85 permanent schools that will be designed for 21st Century learning
  • All new schools within the master plan will be built to LEED Silver standards
